The Canadian is out of contract in the summer and Allardyce has revealed his frustration.
The Rovers boss told the Lancashire Telegraph: "Hoilett has been here a while and knows the whole set-up but agents are involved and we can't get him to where we want him to be and that is frustrating.
"If it is about money it shouldn't be at this early stage in life.
"If he is a success the money will follow. He will make himself a multi-millionaire really quickly if he plays well so it shouldn't be about money at this stage.
"We feel we have made him an outstanding offer. We just hope he will eventually sign."
