Johnson completed the move to Blues after holding talks with City boss Steve Bruce today.
Johnson's agent said: "Damien has agreed to join Birmingham City with immediate effect. Damien has signed a three-and-a-half-year contract."
Birmingham have beaten Nottingham Forest to the signature of the 23-year-old, who was told by Graeme Souness that his contract at Ewood Park would not be renewed in the summer.
It is expected that a nominal fee will be agreed between the two clubs, as Johnson is under the age of 24 and is a product of Rovers' academy system.
