The Republic of Ireland Under-21 man played 17 times for Argyle last season and impressed the club enough for them to come back for him again.
The 20-year-old made his debut for Rovers in a Carling Cup match against Grimsby in 2008 after first signing for the club earlier that year.
During his last spell on loan at Plymouth Judge found the net twice.
