Rovers boss Mark Hughes had been waiting to sign a replacement for Neill before allowing him to move to West Ham and following the capture of Stephen Warnock from Liverpool the 28-year-old defender was allowed to leave for Upton Park.
Neill had made more than 200 appearance's for Rovers since joining the club from Millwall in 2001.
