The 24 year old Scottish attacker has been made available to go out on loan, but the player has no interest in going to Norway.
Galagher is no stranger to going out on loan, he has had two stints at Stoke City and one at Preston North End.
"We are looking at various options," sports director Egil Ostenstad told Aftenbladet, "Some have been known in the media, others not so well known.
"Blackburn were willing to loan out Paul Gallagher, but the player himself wanted to stay in England.
"Thus the option fell through."
