The 28-year old defender, who has played just 14 games since his £750,000 move to Ewood Park from Charlton last year, has been told by boss Graeme Souness that he can leave the club after he handed in a written transfer request on Wednesday.
"Andy came to me and asked for a transfer," Souness told the Lancashire Evening Telegraph.
"I don't want to lose him but we've reluctantly accepted it.
"He feels as though he needs first-team football at this stage in his career."
