Rovers have lodged an appeal with the FA over Tugay's red card during the game against Tottenham.
The Turkish midfielder was sent-off by referee Phil Dowd for allegedly denying a clear goalscoring opportunity while conceding a penalty in the same incident.Tottenham have also appealed against Hossam Ghaly's dismissal for vialent conduct in the same game at Ewood Park which ended in a -1 draw.
Both claims will be heard by an FA Disciplinary Commission on Tuesday.
