According to reports, Rovers had a bid of around £1million rejected last week but are believed to be ready to table a new offer of £1.5 million.
"Pedersen has interested us, so to have our offer rejected is disappointing," Rovers chief executive John Williams told Blackburn's official website at the end of last week.
