Shearer, who helped Rovers win the Premier League in 1994/95, has been one of the bookies' favourites to take over at Ewood Park after Sam Allardyce was sacked by the club's new owners on Monday, but he seemed to rule himself out on the BBC's Match of the Day programme on Saturday night.
When asked what chance there was of him taking the reins at Rovers, Shearer replied: "Save your money." He was then asked if he was ruling himself out, before replying: "I am."
The former England striker has only one managerial appointment on his CV after he failed to prevent his home-town club Newcastle from relegation from the Premier League two years ago.
Shearer was brought in on a temporary basis with eight games remaining, but after the club was relegated he left the post.
Caretaker manager Steve Kean oversaw Blackburn's 1-1 home draw against bottom club West Ham on Saturday - Rovers' first match since Allardyce's exit.
While only serving on a temporary basis Kean was told by the club's Indian owners, Venky's, earlier this week that the job was his to lose and that he could lead them "forever".
But speculation has continued the owners would prefer to appoint a higher-profile name with the likes of former Aston Villa boss Martin O'Neill, Stuart Pearce and Martin Jol all mentioned as possible replacements.
